North Korea plans new rocket launch as leader asserts power

SEOUL (Reuters) - North Korea said it would carry out its second rocket launch of 2012 as its youthful leader Kim Jong-un flexes his muscles a year after his father's death, in a move that South Korea and the United States swiftly condemned as a provocation.

North Korea's state news agency announced the decision to launch another space satellite on Saturday, just a day after Kim met a senior delegation from China's Communist Party in the North Korean capital of Pyongyang.

China, under new leadership, is North Korea's only major political backer and has continually urged peace on the Korean peninsula, where the North and South remain technically at war after an armistice, rather than a peace treaty, ended the 1950-53 conflict.

China's Foreign Ministry said it was deeply concerned by the move, but urged calm.

"North Korea has a right to the peaceful use of space, but this right has been restricted by U.N. Security Council resolutions. (China) hopes all sides can do more to benefit peace and stability on the peninsula, and hopes all sides handle it calmly to avoid the situation escalating," ministry spokesman Qin Gang said in a statement.

In Washington, U.S. State Department spokeswoman Victoria Nuland condemned the launch plan as a provocative threat to the Asia-Pacific region that would violate United Nations resolutions imposed on Pyongyang after past missile tests.

"A North Korean 'satellite' launch would be a highly provocative act that threatens peace and security in the region," she said in a written statement.

North Korea has notified its neighbors of the proposed flight path, an unnamed South Korean official told Yonhap news agency on Sunday, saying that it would take a similar path to a failed rocket launch in April this year.

That was supposed to take the rocket over seas separating China and the Korean peninsula where the first stage of the rocket would drop into the sea, then to pass over Okinawa. The second stage was to fall in seas off the Philippines.

Pentagon spokesman George Little said, "North Korea must abide by its international obligations under U.N. Security Council resolutions that clearly articulate what it can and cannot do with respect to missile technologies."

Seoul's foreign ministry called the move a "grave provocation." Japan's Kyodo news agency said Prime Minister Yoshihiko Noda had ordered ministries to be on alert for the launch.

"North Korea wants to tell China that it is an independent state by staging the rocket launch and it wants to see if the United States will drop its hostile policies," said Chang Yong-seok, a senior researcher at the Institute for Peace Affairs at Seoul National University.

North Korea is banned from conducting missile or nuclear-related activities under U.N. resolutions imposed after earlier nuclear and missile tests. The country says its rockets are used to put satellites into orbit for peaceful purposes, but that assertion is not widely accepted outside of Pyongyang.

Washington and Seoul believe that the impoverished North is testing long-range missile technology with the aim of developing an intercontinental ballistic missile capable of carrying a nuclear warhead.

Pyongyang's threats are aimed, in part, at winning concessions and aid from Washington, analysts say.

POLITICS AND ANNIVERSARIES

The failed April rocket launch took place to celebrate the 100th anniversary of the birth of North Korea founder Kim Il Sung and the latest test will take place close to the December 17 date of the death of former leader Kim Jong-il.

It will also come as South Korea gears up for a December 19 presidential election in a vote that pits a supporter of closer engagement with Pyongyang against the daughter of South Korean dictator Park Chung-hee.

The April test was condemned by the United Nations, although taking action against the North is hard as China refuses to endorse further sanctions against Pyongyang.

North Korea is already one of the most heavily sanctioned states on earth thanks to its nuclear program.

Pyongyang has few tools to pressure the outside world to take it seriously due to its diplomatic isolation and its puny economy.

The state that Kim Jong-un inherited last December after the death of his father boasts a 1.2 million-member military, but its population of 23 million, many malnourished, supports an economy worth just $40 billion annually in purchasing power parity terms, according to the U.S. Central Intelligence Agency.

"The North's calculation may be that they have little to lose by going ahead with it at this point," said Baek Seung-joo of the Korea Institute for Defense Analyses in Seoul.

Baek said the test planned for December would likely be no more successful in launching a satellite than the April one that crashed into the sea between China and North Korea after flying just 120 km (75 miles).

"Kim Jong-un may be taking a big gamble trying to come back from the humiliating failure in April and in the process trying to raise the morale for the military," Baek said.

North Korea's space agency said on Saturday that it had worked on "improving the reliability and precision of the satellite and carrier rocket" since April's launch.

Final DSM 5 Approved by American Psychiatric AssociationYesterday, the board of trustees of the American Psychiatric Association (APA) approved a set of updates, revisions and changes to the reference manual used to diagnose mental disorders. The revision of the manual, called the Diagnostic and Statistical Manual of Mental Disorders and abbreviated as the DSM, is the first significant update in nearly two decades.

Disorders that will be in the new DSM-5 ? but only in Section 3, a category of disorders needing further research ? include: Attenuated psychosis syndrome, Internet use gaming disorder, Non-suicidal self-injury, and Suicidal behavioral disorder. Section 3 disorders generally won?t be reimbursed by insurance companies for treatment, since they are still undergoing research and revision to their criteria.

So here?s a list of the major updates?

Overall Changes to the DSM

According to the American Psychiatric Association?s statement, there are two major changes to the overall DSM ? the dumping of the multiaxial system, and rearranging the chapter order of disorders. Most clinicians only paid attention to Axis I and II, so it?s no surprise the Axis system was never a big hit. The current chapter order has always been a bit of a mystery to most clinicians, so it?s good to know there?s some thought going into the new order of chapters.

Chapter order:

DSM-5?s 20 chapters will be restructured based on disorders? apparent relatedness to one another, as reflected by similarities in disorders? underlying vulnerabilities and symptom characteristics.

The changes will align DSM-5 with the World Health Organization?s (WHO) International Classification of Diseases, eleventh edition (ICD-11) and are expected to facilitate improved communication and common use of diagnoses across disorders within chapters.

Removal of multiaxial system:

DSM-5 will move to a nonaxial documentation of diagnosis, combining the former Axes I, II, and III, with separate notations for psychosocial and contextual factors (formerly Axis IV) and disability (formerly Axis V).

Specific Disorders

Autistic disorders will undergo a reshuffling and renaming:

?[Autism] criteria will incorporate several diagnoses from DSM-IV including autistic disorder, Asperger?s disorder, childhood disintegrative disorder and pervasive developmental disorder (not otherwise specified) into the diagnosis of autism spectrum disorder for DSM-5 to help more accurately and consistently diagnose children with autism,? according to an APA statement Saturday.

The rest of this update comes from the APA?s news release on the changes:

Binge eating disorder will be moved from DSM-IV?s Appendix B: Criteria Sets and Axes Provided for Further Study to DSM-5 Section 2. The change is intended to better represent
the symptoms and behaviors of people with this condition.

Disruptive mood dysregulation disorder will be included in DSM-5 to diagnose children who exhibit persistent irritability and frequent episodes of behavior outbursts three or more times a week for more than a year. The diagnosis is intended to address concerns about potential over-diagnosis and overtreatment of bipolar disorder in children.

Excoriation (skin-picking) disorder is new to DSM-5 and will be included in the Obsessive-Compulsive and Related Disorders chapter.

Hoarding disorder is new to DSM-5.

Its addition to DSM is supported by extensive scientific research on this disorder. This disorder will help characterize people with persistent difficulty discarding or parting with possessions, regardless of their actual value. The behavior usually has harmful effects ? emotional, physical, social, financial and even legal ? for a hoarder and family members.

Pedophilic disorder criteria will remain unchanged from DSM-IV, but the disorder name will be revised from pedophilia to pedophilic disorder.

Personality disorders:

DSM-5 will maintain the categorical model and criteria for the 10 personality disorders included in DSM-IV and will include the new trait-specific methodology in a separate area of Section 3 to encourage further study how this could be used to diagnose personality disorders in clinical practice.

Posttraumatic stress disorder (PTSD) will be included in a new chapter in DSM-5 on
Trauma- and Stressor-Related Disorders.

DSM-5 pays more attention to the behavioral symptoms that accompany PTSD and proposes four distinct diagnostic clusters instead of three. PTSD will also be more developmentally sensitive for children and adolescents.

Removal of bereavement exclusion:

The exclusion criterion in DSM-IV applied to people experiencing depressive symptoms lasting less than two months following the death of a loved one has been removed and replaced by several notes within the text delineating the differences between grief and depression. This reflects the recognition that bereavement is a severe psychosocial stressor that can precipitate a major depressive episode beginning soon after the loss of a loved one.

Specific learning disorder broadens the DSM-IV criteria to represent distinct disorders which interfere with the acquisition and use of one or more of the following academic skills:
oral language, reading, written language, or mathematics.

Substance use disorder will combine the DSM-IV categories of substance abuse and
substance dependence. In this one overarching disorder, the criteria have not only been combined, but strengthened. Previous substance abuse criteria required only one symptom while the DSM-5?s mild substance use disorder requires two to three symptoms.

The APA board of trustees also outright rejected some new disorder ideas. The following disorders won?t appear anywhere in the new DSM-5:

  • Anxious depression
  • Hypersexual disorder
  • Parental alienation syndrome
  • Sensory processing disorder

Although clinicians are ?treating? these concerns, the board of trustees felt like there wasn?t even enough research to consider putting them in Section 3 of the new DSM (disorders needing further research).

Sandy porch fire forces family from home - Salt Lake City, Utah News

Crews responded to a porch fire in Sandy early Friday morning.

It happened near 9900 South Poppy Lane at approximately 12:30 a.m.

A neighbor was letting their dog out when they saw the flames and called police.

The fire started near the back of the house and crew believe it was caused by an electrical problem.

There was damage to the siding of the house, but crews were able to arrive quickly and put out the fire.

?Sandy police arrived, knocked on the door, make sure everybody was out,? said Bruce Cline, deputy chief, Sandy Fire Department. ?We were about ready to kick the door in when the home owner opened up. They did go in and help the family get out of the house safely.?

No one was injured. The family stayed in a hotel for the rest of the night thanks to the Sandy Lifesaver Program.

The official cause of the fire is still under investigation.

Avoiding Lice During the Party Season

Winter parties are right around the corner, which means your home is likely to be filled with friends and family. As people of all ages gather together, you need to do whatever possible to prevent the spread of headlice. This is especially true during family gatherings attended by children. There are several things you can do before and during family gatherings to prevent the spread of headlice.

First, make sure everyone is checked before they get together. If you feel funny asking friends and relatives to check their children, mention a recent headlice outbreak at your child?s school. Even if this has not yet happened, it encourages parents to keep an eye on their kids before their visit.

Use a headlice prevention spray on your kids before guests arrive. It is also a good idea to spray down bedding and toys. As long as you are using a natural product, it does not hurt to do a few precautionary treatments.

If space allows, do not let children sleep in the same bed. They might want to enjoy a sleepover style visit, but separate them at bedtime. Inflatable mattresses work well if you do not have enough regular beds for everyone.

Finally, complete a thorough cleaning of your home before your guests arrive. Keep your home cool and well-ventilated during the visit. The cooler indoor temperatures cut down on the likelihood of germs spreading, but a clean home also serves as a deterrent. The tidier your environment the easier it will be to spot any invasion from headlice or other pests.

If a headlice outbreak does occur during a family visit or following a party, do not panic. Headlice can be treated easily with an all-natural headlice product. Everything in your home will be back to normal in no time at all.

Palestinians certain to win recognition as a state UN vote

UNITED NATIONS (AP) ? The Palestinians are certain to win U.N. recognition as a state Thursday but success could exact a high price: Israel and the United States warn it could delay hopes of achieving an independent Palestinian state through peace talks with Israel.

As the General Assembly gathered to vote Wednesday afternoon, the vote was certain to succeed, with most of the 193 member states sympathetic to the Palestinians. Several key countries, including France, recently announced they would support the move to elevate the Palestinians from the status of U.N. observer to nonmember observer state.

The United States, Israel's closest ally, mounted an aggressive campaign to head off the General Assembly vote. Israeli Prime Minister Benjamin Netanyahu defiantly declared Thursday that the Palestinians would have to back down from long-held positions if they ever hope to gain independence.

In a last-ditch move Wednesday, U.S. Deputy Secretary of State William Burns made a personal appeal to Palestinian President Mahmoud Abbas promising that President Barack Obama would re-engage as a mediator in 2013 if Abbas abandoned the effort to seek statehood. The Palestinian leader refused, said Abbas aide Saeb Erekat.

The initiative will not immediately bring about independence, and a country's vote in favor of the status change does not automatically imply its individual recognition of a Palestine state, something that must be done bilaterally. Nevertheless, the Palestinians view it as a historic step in their quest for global recognition, and thousands of Palestinians from rival factions celebrated in the streets of the West Bank ahead of Thursday's vote.

In a statement Thursday, Abbas appealed to all nations to vote in favor of the Palestinians "as an investment in peace."

"We remain committed to the two-state solution and our hand remains extended in peace," Abbas said in a statement read by Palestinian Foreign Minister Riad Malki after the start of the General Assembly session. Abbas is expected to address the assembly in the afternoon.

The Palestinians say they need U.N. recognition of a Palestinian state in the West Bank, Gaza and east Jerusalem, the lands Israel captured in 1967, to be able to resume negotiations with Israel. They say global recognition of the 1967 lines as the borders of Palestine is meant to salvage a peace deal, not sabotage it, as Israel claims.

The non-member observer state status could also open the way for possible war crimes charges against the Jewish state at the International Criminal Court.

Netanyahu warned the Palestinians Thursday that they would not win their hoped-for state until they recognize Israel as the Jewish homeland, declare an end to their conflict with the Jewish state and agree to security arrangements that protect Israel.

"The resolution in the U.N. today won't change anything on the ground," Netanyahu declared. "It won't advance the establishment of a Palestinian state, but rather, put it further off."

While Israel argues that Abbas is trying to dictate the outcome of border talks by going to the U.N., the recognition request presented to the world body in fact calls for a quick resumption of negotiations on all core issues of the conflict, including borders.

Netanyahu's predecessors accepted the 1967 lines as a basis for border talks. Netanyahu has rejected the idea, while pressing ahead with Jewish settlement building on war-won land, giving Abbas little incentive to negotiate.

For Abbas, the U.N. bid is crucial if he wants to maintain his leadership and relevance, especially following the recent conflict between his Hamas rivals in Gaza and Israel. The conflict saw the Islamic militant group claim victory and raise its standing in the Arab world, while Abbas' Fatah movement was sidelined and marginalized.

In a departure from previous opposition, the Hamas militant group, which rules the Gaza Strip, said it wouldn't interfere with the U.N. bid, and its supporters joined some of the celebrations Thursday.

In the West Bank city of Hebron, some in a crowd of several thousand raised green Hamas flags, while in the city of Ramallah, senior figures of Hamas and Islamic Jihad, two militant groups normally opposed to Abbas, addressed the crowd.

"It's the right step in the right direction," Nasser al-Shaer, a former deputy prime minister from Hamas, said of the U.N. bid.

The Palestinians chose the "International Day of Solidarity with the Palestinian People" for the vote. Before it takes place, there will be a morning of speeches by supporters focusing on the rights of the Palestinians. Abbas is scheduled to speak at that meeting, and again in the afternoon when he will present the case for Palestinian statehood in the General Assembly.

U.S. Secretary of State Hillary Clinton warned Wednesday that the U.N. vote will not fulfill the goal of independent Palestinian and Israeli states living side by side in peace, which the U.S. strongly supports because that requires direct negotiations.

"We need an environment conducive to that," she told reporters in Washington. "And we've urged both parties to refrain from actions that might in any way make a return to meaningful negotiations that focus on getting to a resolution more difficult."

The U.S. Congress has threatened financial sanctions if the Palestinians improve their status at the United Nations.

Ahead of the vote, Republican Sen. Orrin Hatch filed an amendment to a defense bill Wednesday that would eliminate funding for the United Nations if the General Assembly changes Palestine's status.

But Israeli officials appeared to back away from threats of drastic measures if the Palestinians get U.N. approval, with officials suggesting the government would take steps only if the Palestinians use their new status to act against Israel.

Israeli government spokesman Mark Regev affirmed that Israel is willing to resume talks without preconditions.

U.N. diplomats said they will be listening closely to Abbas' speech to the General Assembly on Thursday afternoon before the vote to see if he makes an offer of fresh negotiations with no strings, which could lead to new talks. The Palestinians have been demanding a freeze on Israeli settlements as a precondition.

As a sign of the importance Israel attaches to the vote, Israeli Foreign Minister Avigdor Lieberman flew to New York and was scheduled to meet Secretary-General Ban Ki-moon before the vote.

Unlike the Security Council, there are no vetoes in the General Assembly and the resolution to raise the Palestinian status from an observer to a nonmember observer state only requires a majority vote for approval. To date, 132 countries ? over two-thirds of the U.N. member states ? have recognized the state of Palestine.

The Palestinians have been courting Western nations, especially the Europeans, seen as critical to enhancing their international standing. A number have announced they will vote "yes" including France, Italy, Spain, Norway, Denmark and Switzerland. Those opposed or abstaining include the U.S., Israel, Germany, Canada, the Netherlands and Australia.

The Palestinians turned to the General Assembly after the United States announced it would veto their bid last fall for full U.N. membership until there is a peace deal with Israel.

Following last year's move by the Palestinians to join the U.N. cultural agency UNESCO, the U.S. withheld funds from the organization, which amount to 22 percent of its budget. The U.S. also withheld money from the Palestinians.
